For more than two decades, the Keith Fogarty Training Center has been Florida’s trusted leader in practical, consistent, and up-to-date stormwater operator training. As part of the Florida Stormwater Association's (FSA) educational programing, the Training Center prepares stormwater operators with the knowledge and skills needed to protect Florida’s water resources and meet regulatory requirements statewide. 

All courses are taught by qualified expert instructors and include comprehensive training materials. FSA's Stormwater Operator Certification Training is recognized by the Florida Department of Environmental Protection (FDEP) as helping to fulfill MS4 permit requirements. Since its founding in 2005 and first course delivery in the 2006-07 fiscal year, the Keith Fogarty Training Center has delivered more than 10,000 course registrations, averaging 500 certifications annually. Our programs support compliance, safety, and system performance in more than 75% of Florida’s cities and counties, helping elevate stormwater operations into a recognized professional discipline.

 A Legacy of Leadership
Renamed in 2016 to honor Keith Fogarty, a founding member of FSA and former President, the Training Center reflects his vision for hands-on, field-based education. With more than 40 years of municipal public works experience, Keith identified the need for consistent statewide training and led the development of the Certified Stormwater Operator curriculum. Though he passed in May 2024, his leadership continues to shape every course we deliver.
