Florida Constitutional Amendment 3

Amendment 3 is a proposed amendment to the Florida Constitution that will appear on the November 3, 2026, general election ballot. It includes provisions affecting Florida's property-tax system, including changes to the homestead exemption, assessment increases for certain non-homestead property, and the use of certain local ad valorem tax revenues. These provisions are relevant to stormwater management because local governments use a variety of funding sources to plan, operate, maintain, and improve stormwater infrastructure and address flooding and water-quality needs.

FSA is releasing this Informational Statement to help readers understand these considerations and the potential relationship between public-finance decisions and local stormwater programs. FSA encourages readers to review the official ballot language, fiscal analyses, and other publicly available materials and make their own decisions.
