Phil Gillogly
Lee County
Operations Manager
(SFWMD)

Does your local government/special district have an established stormwater utility or similar financing mechanism?
No.

How long have you been a member of FSA (years)?

I have been a member for 10 years.

Have you served FSA in the past?
No, I have not.

What abilities and attributes can you bring to the Board?
I would like to bring my well-rounded and diverse set of abilities and attributes to the Florida Stormwater Association Board of Directors. I have experience in both the private and government sectors, and have worked on stormwater challenges in rural, inland, coastal and urban areas. I am a recognized leader in the local stormwater community with versatile knowledge in the stormwater management profession. The Southwest Coast of Florida faces a magnitude of complex water resource challenges due to its unique natural factors and increased demands from an expanding population. I am involved in many aspects of water resource planning and decision-making for Lee County regarding stormwater management, water quality, flooding issues, and groundwater supply.

What background and experience do you have in the stormwater industry?
I moved to Florida in 2004 to work for a consulting firm on stormwater design for developments. From there I went to work for Hendry County on issues affecting inland, rural communities. My responsibilities at Hendry County included development of a master stormwater plan, coordination with Chapter 298 water control districts, TMDL development, review of stormwater management plans for development orders, and more. As a Hendry County employee, I approached problem-solving creatively, was highly adaptable, and developed a diverse skillset and experience in multiple areas of stormwater management.

For the past ten years I have worked for Lee County and have managed many projects to improve water quality and mitigate flooding within Lee County. I currently hold a position as Operations Manager in the Department of Natural Resources and manage the Surface Water and Ground Water Units. I oversee a talented team of technical professionals that includes engineers, project managers, inspectors and technicians. I am also responsible for many aspects of the Department’s Capital Improvement Plan, including budget, stormwater projects, meeting water quality regulatory requirements, and policy development.

Why do you want this Board position?
I want to serve on the FSA Board of Directors to have more of an active role within an association that works to address the increasing challenge of managing Florida’s water resources. As the state’s population continues to grow, water quality and stormwater management issues will become increasingly complex and I want to be more engaged in helping find improvements to stormwater management practices in Florida. I am eager to serve as a Local Government Representative for the South Florida Water Management District service area from Southwest Florida. I have the background and experience to well represent the unique and diverse issues we face within this service area and look forward to the opportunity to bring my attributes to the FSA Board of Directors.
