What abilities and attributes can you bring to the Board? With over three decades of hands-on experience in infrastructure and public works, I bring a deep-rooted understanding of stormwater management from both operational and strategic perspectives. My career began in my family’s construction and site development company, where I learned the fundamentals from the ground up. Since then, I’ve advanced through multiple municipal roles and currently serve as the Public Works Director for the Village of Key Biscayne, overseeing complex infrastructure systems in a high-risk coastal environment. I have led major stormwater and resiliency initiatives, managed multi million-dollar capital projects, and worked extensively with regulatory agencies, elected officials, and the public. My background combines technical knowledge, practical field experience, and leadership in policy development - skills that align well with FSA’s mission to support sound stormwater practices across Florida. I am passionate about building resilient communities and mentoring the next generation of public works professionals. I would be honored to bring my experience, perspective, and collaborative spirit to the FSA Board of Directors.
What background and experience do you have in the stormwater industry? My career in stormwater and infrastructure began over 30 years ago in my family’s construction and site development business, where I gained hands-on experience in grading, drainage installation, and utility work. This early foundation gave me a practical understanding of the field that has informed my approach throughout a long and diverse public service career. Since then, I’ve held key roles across major agencies, including Miami-Dade County, the South Florida Water Management District, and Miami-Dade County Public Schools. These positions allowed me to lead and inspect large-scale stormwater and infrastructure projects, manage contractor compliance, and oversee construction programs with multi million-dollar budgets. As Public Works Director for both Miami Shores Village and now the Village of Key Biscayne, I’ve been responsible for stormwater operations, NPDES compliance, drainage upgrades, emergency preparedness, and capital planning in coastal environments where resiliency is a top priority. My background bridges field-level technical knowledge with executive-level project and personnel management. I understand the operational, regulatory, and financial challenges of stormwater systems, and I bring a strong commitment to collaborative, forward-thinking solutions that support community resilience and environmental sustainability.
Why do you want this Board position? I want to serve on the Florida Stormwater Association Board of Directors to help advance effective, forward-looking solutions to the stormwater challenges facing our communities. Having worked in both the private and public sectors for over three decades, most recently as Public Works Director for the Village of Key Biscayne, I’ve seen firsthand the growing pressures on stormwater systems, particularly in coastal areas. I believe my experience can contribute to strengthening the shared knowledge, advocacy, and technical guidance that FSA provides to its members. Throughout my career, I’ve been committed to improving infrastructure operations, ensuring regulatory compliance, and delivering projects that enhance resilience and quality of life. I see Board service as a way to give back to the profession, support peer communities, and help shape statewide initiatives that reflect both practical realities and long-term environmental goals. Serving on the Board would also allow me to support professional development and knowledge exchange across agencies. I value collaboration and continuous learning, and I’m eager to contribute my perspective to help FSA remain a trusted leader in stormwater policy, planning, and innovation.
