Position Description: This is a responsible administrative and management position under the City Engineer. The duties, scope of responsibilities, and degree of knowledge required is complex and advanced to include familiarity and experience with administration and management of City projects from planning and budgeting thru construction completion.

Position Requirements:

  1. Manages all aspects of City projects, such as planning, scheduling, budget approvals, surveys, mapping, and design, in-house or by consultant, and construction for compliance with approved project documentation. Liaison with other Local, State and Federal Agencies for permit approvals, funding, or other aspects of the project, as required.

  2. Reviews and recommends to the City Engineer project planning, engineering, and construction documents such as drawings, construction cost estimates and other bidding documents. Assist the Purchasing Department with the preparation and approval of consultant and contractor agreements, scheduling of Advertisement of Bids, Pre-bid Conference, and Bid Openings.

  3. Evaluates bids and recommends Contract Award to the City Engineer and City Commission. Schedules, prepares agenda, and chairs Pre-Construction Conferences as required. Prepares Purchase Orders for City Engineer's approval.

  4. Monitors and manages project schedules, engineering design, construction, and performs periodic inspections to ensure compliance with applicable Local, State, and Federal requirements. Prepares change orders, processes contractor's pay requests, and project costs reimbursements for agencies that participate in the funding of the project. Liaison with other City departments and divisions, as required. Preparation of reports to record project progress and quality of installations according to the approved construction documents.

  5. Management of the review and recommendation for approval of contractor's shop drawings. Schedules and chairs Progress Meetings in accordance with the Contract Documents.

  6. Prepares forms and composes letter, memos, spreadsheets, and reports 'using PC-based Microsoft Word and Excel and other computer programs related to project management, Sets up and maintain specialized, technical, and correspondence files for the project.

  7. Provides development reviews of proposed site developments to assure compliance with City, State, and Federal requirements.

  8. Investigates drainage complaints and needs, providing recommendations for resolution implementation with estimated quantities and costs.

  9. Engineering design of stormwater/roadway projects to include drainage calculations, permitting, and preparation of contract documents.

  10. Perform other job-related functions as required.

MINIMUM QUALIFICATIONS

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of all aspects of engineering for public works project management, design, and construction.

  • Ability to generate, design, and/or review construction plans, technical specifications, contract documents, and cost estimates pertaining to both public and private development

  • Knowledge of office practices and procedure.

  • Proficient in Outlook, Microsoft Word, Excel, PowerPoint, and other related office programs.

  • Ability to establish and maintain effective working relationships with employees and the public.

  • Ability to plan and coordinate work.

  • Ability to meet deadlines and schedules.

  • Ability to communicate well using oral, written, hearing and visual skills.

EDUCATION AND EXPERIENCE: Graduation from an accredited four-year college or university with an Engineering Bachelor's Degree. Five (5) years experience in an engineering field with an emphasis on design and construction management of public works projects. State of Florida Professional Engineer's License or ability to obtain licensure within twelve (12) months and a valid Florida Driver's License.

ESSENTIAL PHYSICAL SKILLS:

  • Acceptable eyesight (with or without correction).

  • Acceptable hearing (with or without hearing aid).

  • Ability to communicate both orally and in writing Light (up to 15 pounds) lifting and carrying. Walking, standing, driving.

ENVIRONMENTAL CONDITIONS:

  • Works inside

  • Works outside in various weather conditions with noise, dust, and uneven surfaces.

Salary Information: Annual Salary $67,500 - $111,550
