Position Description: The Engineering, Hydrology and Geology (EHG) Program in the Division of Water Resource Management is accepting applications for an Engineering Specialist III position. EHG staff practice in multiple areas. Staff provide technical support to the Division of Water Resource Management programs, other DEP regulatory divisions, and district offices in the planning, design, permitting of mining projects and mine reclamation, mitigation banks and stormwater/surface water management systems, dam safety, and other in-water activities or works. Staff also provides technical training to staff within DEP and the five water management districts and to industry specialists and facility owners. This position primarily supports Department staff involved in the implementation of the ERP program with the development, implementation and ongoing evaluation of the Statewide Stormwater Treatment Rule (Chapter 62-347, F.A.C.), especially with respect to engineering design and analyses of the effectiveness of stormwater systems in reducing pollutant loads. This position assists engineers located in the Department's Regulatory District Offices and the Water Management Districts in the review of ERP applications to ensure consistent and accurate implementation of ERP rules and statutes. Additionally, the staff provides other professional engineering, geotechnical, geologic and hydrologic services, such as expert testimony; compliance and enforcement technical assistance; process improvements for site assessment, reclamation and monitoring; and evaluation of other technical reports. These reports include waste disposal plans, as-built surveys and construction record drawings, drainage and hydroperiod analyses, hydrological modeling, stream reclamation analyses and water quantity/quality monitoring.

Duties and Responsibilities:

  • Conduct engineering reviews and provide comments on stormwater management facilities and other structural aspects of development activities in Florida as part of the review of Environmental Resource Permit applications, Conceptual Permit applications, and permit compliance activities.

  • Conduct on-site inspections of developments, dams, mines and reclamation sites to confirm the existing site conditions and to support the engineering review of proposed activities.

  • Outreach with the public and other Division programs to improve statewide regulatory consistency, such as making presentations at conferences or meetings, preparing guidance documents, assisting with rulemaking, and providing training to Department staff. Also, within your area of expertise provide technical assistance requested by other Programs.

  • Develop and maintain a working knowledge of computer modeling in hydraulics and hydrology. Maintain a working knowledge of stormwater management design and best management practices.

  • Maintain a working knowledge of Department employment policies and internal administrative procedures; complete in a timely manner required employment-related training and reporting.

Position Requirements: 

  • Knowledge of the fundamentals of hydrologic, hydraulic and stormwater engineering, especially with respect to engineering design, construction, and effectiveness in reducing nutrient pollutant loads.

  • Knowledge of the fundamentals of biological, chemical and physical processes as they relate to water quality and the aquatic environment.

  • Knowledge of methods for assessment of surface water quality data, and hydrologic and hydraulic modeling applications, such as ICPR.

  • Ability to learn stormwater treatment and control principles and practices, and the related Florida laws, regulations and stormwater best management practices.

  • Skill in the use of computer software programs used for office applications, database management, and Geographic Information Systems.

  • Ability to understand and apply applicable state rules, regulations, policies, and procedures relating to multiple environmental programs.

  • Ability to communicate effectively, verbally and in writing, and to establish and maintain effective working relationships with others.

  • Ability to travel and maintain a valid driver's license.

Salary Information: Salary: $40,948.18 - $46,000.00
