Position Description: This position performs technical work within the City’s Engineering Division reviewing plans and applications for Right-of-Way permits and performing inspections on construction activities throughout the City.

Position Requirements:

ESSENTIAL JOB FUNCTIONS:

  • Manage the Right-of-Way permitting process ensuring consistency of application intake, information and file management, and inspection activities.

  • Support the Engineering and Building Department in responding to permit requests.

  • Assist the public in understanding City’s codes, site requirements, and specifications related to Right-of-Way permitting and other associated construction and development projects.

  • Check plans for constructability and adherence to standards and specifications.

  • Inspects City's construction activity, including but not limited to earthwork, paving, curb/gutter, sidewalks, drive-ways, storm sewers, surface drainage, docks, and seawalls.

  • Confer with contractors to ensure proper conformance to plan standards and specifications.

  • Provide written Daily Reports for construction projects.

  • Check materials and test reports for conformance to standards and specifications.

  • Investigate complaints and requests relative to Engineering facilities.

  • Meet with the public and explain City standards and specifications with regards to public infrastructure.

  • Performs related work as requested or assigned.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of all aspects of public works engineering as they relate to public works construction.

  • Knowledge of office procedures and approvals.

  • Ability to understand superiors directions and proceed with minimum supervision.

  • Ability to meet deadlines and schedules.

  • Ability to read, use, review and understand construction plans, specifications, contract documents, and estimates.

  • Ability to plan and coordinate work.

  • Ability to communicate effectively.

  • Ability to establish and maintain effective working relationships with contractors, the public, and City employees.

  • Ability to enforce regulations firmly, tactfully, and impartially.

  • Familiar with and ability to use Microsoft Office products.

EDUCATION AND EXPERIENCE:

  • High school graduation or possession of an acceptable high school equivalency diploma. Minimum of five (5) years’ experience in civil engineering construction inspection and plan review.

  • (A comparable amount of training, education or experience can be substituted for the minimum qualifications.)

LICENSES, CERTIFICATIONS OR REGISTRATIONS:

  • Valid Florida Driver's License.

  • Required Construction Inspector Certifications (or ability to obtain within 12 months of hire)

  • Maintenance of Traffic – Advanced

  • NPDES Stormwater

  • FDOT Earthwork Construction Inspection I

  • FDOT Aggregate

  • FDOT Asphalt Paving Level I

  • FDOT Concrete Level I (ACI)

ESSENTIAL PHYSICAL SKILLS:

  • Acceptable eyesight (with or without correction)

  • Acceptable hearing (with or without hearing aid)

  • Ability to communicate both orally and in writing.

  • Ability to occasionally lift up to 50 pounds.

  • Substantial standing and walking.

  • Good equilibrium and balance.

  • Ability to sit at desk and view display screen for extended period of time.

  • Ability to distinguish colors.

ENVIRONMENTAL CONDITIONS:

  • Work outside: Traffic, heavy equipment, and ongoing construction activities.

  • Some work in office environment.
