Position Description: The Engineering, Hydrology and Geology (EHG) Program in the Division of Water Resource Management is accepting applications for Professional Geologist I position. EHG staff practice in multiple areas. Staff provide technical support to the Division of Water Resource Management programs, other DEP regulatory divisions, and district offices in the planning, design, permitting of mining projects and mine reclamation, mitigation banks and stormwater/surface water management systems, dam safety, and other in-water activities or works. Staff also provide technical training to other professionals within DEP and the five water management districts, and to industry specialists and facility owners. The Mining and Mitigation Technical Support (MMTS) staff of the Engineering, Hydrology and Geology Program (EHGP) provides technical assistance to the Mining and Mitigation Program, and other programs within the Division of Water Resource Management. This positions primarily reviews and evaluates Environmental Resource Permit (ERP) applications for mines and mitigation banks, Conceptual Reclamation Plans for mines, and a variety of hydrogeologic, hydrologic, and water quality related aspects and reports related to these activities in accordance with Chapters 120, 211, 373, 377, 378 and 403, Florida Statutes.

This position assists with the following example regulatory and technical reviews:

  • Review of reclamation, dredge and fill, surface water storage and management systems plans and permits applications submitted to the Division. Evaluate geologic studies and hydrostratigraphic data / studies to determine acceptability of proposed activities; review possible effects of activities in karst regions;

  • Review (including by use of computer models) of hydrologic and/or hydrogeological aspects of proposed project designs and stormwater management plans for mines and mine reclamation, dredge and fill, and other ERP project plans/permits submitted to the Division; review reclamation, dredge and fill, and ERP sites to become familiar with site hydrological conditions and to assure conformance with the approved plans, permit conditions, and applicable standards;

  • Review and inspection of geotechnical aspects of reclamation plans (including waste clay disposal and embankment dam construction sites); develop and maintain a detailed understanding of reclamation, dredge and fill, and stormwater engineering and design as it relates to hydrology, hydrogeology, reclamation, and ERP plans/permits;

  • Additionally, this position works with other professional engineering and scientific professionals to provide critical technical services such as expert testimony; compliance and enforcement technical assistance; process improvements for site assessment, reclamation evaluation and monitoring; and technical reviews of other reports. Example reports include mining waste disposal plans, drainage and hydroperiod analyses, hydrological modeling, stream reclamation analyses, and water quantity and quality monitoring.

Duties and Responsibilities:

  • Conduct reviews and provide comments on stormwater management plans for mining, reclamation and wetland mitigation activities in Florida as part of the review of Environmental Resource Permit applications, Conceptual Reclamation Plans, and permit compliance activities.

  • Conduct on-site reviews at mines and reclamation sites to confirm the existing site conditions and to support the hydrogeologic evaluation of proposed activities.

  • Conduct outreach with the public and other Division programs to improve statewide regulatory consistency, such as making presentations at conferences or meetings, preparing guidance documents, assisting with rulemaking, and providing training to Department staff. Also, within your area of expertise provide technical assistance requested by other Programs.

  • Develop and maintain a working knowledge of computer modeling in hydrogeologic and hydrological, and mine waste disposal analysis. Maintain a working knowledge of reclamation and waste disposal practices and stormwater management design and best management practices.

  • Maintain a working knowledge of Department employment policies and internal administrative procedures; complete in a timely manner required employment-related training and reporting.

Position Requirements:

Knowledge, Skills and Abilities (KSA's):

  • Knowledge of geotechnical design, hydrologic, hydrogeologic and hydrostratigraphic principles;

  • Knowledge of geomorphologic features and processes;

  • Knowledge of or ability to develop monitoring plans and interpret hydrologic/hydrogeologic monitoring data;

  • Knowledge of or ability to learn evaluation of stormwater management and general operations at mines, dams and reclamation sites according to accepted geologic practices;

  • Knowledge of or ability to learn governmental rules, regulations, policies and procedures associated with stormwater management at mining/reclamation sites;

  • Ability to plan and organize your reviews of projects, and communicate technical information effectively;

  • Skills in using computer office applications, databases, hydrologic and hydrogeologic modeling programs, numerical applications and geographical information systems;

  • Ability to communicate effectively, verbally and in writing, and to establish and maintain effective working relationships with others;

  • Ability to travel and maintain a driver’s license.

Minimum Qualifications:

  • Possess a Bachelors or Graduate degree in Geology or equivalent environmental/earth sciences program.

  • A valid driver’s license.

  • Four years of professional experience.

  • A valid Professional Geologist license.

Salary Information: Salary: $43,507.36 -$54,000.00
