Strategic Planning and Management for the Stormwater Watershed Planning & Management Section:

  • Develop and implement long-term and short-term strategic goals and objectives including planning, business plan development, performance management, recruitment, and operational efficiencies.

  • Help prepare annual Capital Improvement Program and Operating budgets, and exercise budgetary control.

  • Develop strategic community relations for major projects and collaborate with an array of organizations in the community to achieve water quality and environmental goals established by the County, National Estuary Programs, Water Management District, USEPA, and FDEP.

  • Direct and supervise a professional and technical team to facilitate efficiently achieving goals. Assign workload, provide leadership and technical guidance, formulate, implement, and monitor policies and procedures appropriate for the day-to-day operation of various programs, administer recruitment, and conduct interviews and annual performance reviews.

  • Respond to Board of County Commissioner and/or Director inquiries, attend Board meetings, and conduct formal presentations. Serve on technical advisory committees, management boards, focus groups, and other teams.

Program Management:

  • Develop and implement the Watershed Planning & Management Program including planning, organizing, and implementing flooding and water quality level of service improvement projects.

  • Prepare and oversee program and project budgets and other financial activities including pursuit of grant funding.

  • Facilitate community engagement.

  • Manage and direct the analysis, planning, design, permitting, and construction of capital improvement projects.

  • Coordinate and collaborate with consulting firms and multiple internal departments for design, cost estimating, benefit-cost analysis, permitting, compliance with grant requirements, and construction of projects including community relations.

  • Coordinate environmental monitoring programs for water quality, seagrass, scallops, and oysters.

  • Develop and implement action plans to address imposed and potential Total Maximum Daily Load requirements, and develop water quality performance standards and goals.

  • Oversight of the Community Rating System Program and activities.

  • Administration of the County’s NPDES permit.

  • Develop and implement the County’s Navigable Waterways Maintenance Management Program including liaison to the Waterways Advisory Council.

  • Develop and implement the County’s Regional Offsite Mitigation Program.

Position Requirements:

About You

Minimum Requirements:

  • Bachelor’s degree in a physical or natural science, business administration, or a related field AND six (6) years of related experience

  • - OR - Master’s degree AND four (4) years of related experience.

  • Four (4) years of supervisory experience is required.

  • May consider substituting years of experience for the four (4) year college degree.

  • A valid Florida driver's license at the time of hire.

Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five (5) years.

Salary Information:

Starting Salary Range: $90,000.00 - $101,000.00/year, based on your experience

Position Salary Range (future earning potential): $81,952.00 - $139,276.80/year
