Position Description: This is experienced professional environmental engineering work within the Alachua County Environmental Protection Department.

An employee assigned to this classification is responsible for performing professional engineering duties in activities related to a specialized area of activity.

Work is performed under the direction of a higher level professional supervisor and is reviewed through conferences, reports and observation of results obtained.

Examples of Duties:

ESSENTIAL JOB FUNCTIONS:

  • This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work.

  • Exudes a positive customer service focus.

  • Advocates building organizational culture through aligning decisions with core values including: integrity, honesty, respect, diversity, innovation, accountability and communication.

  • Responds to public inquires regarding program; prepares presentations to groups and the public as necessary.

  • Operates, as required, motor vehicles (including departmental motor vehicles) in order to conduct field tests, inspections, and investigations to obtain data for use in determining code compliance and sources of, and methods for, controlling County-wide environmental pollutants.

  • Performs the duties listed, as well as those assigned, with professionalism and a sense of urgency.

  • Manages the Stormwater Assessment program including budgeting, communications with the public and Board of County Commissioners, and maintenance of the Stormwater Assessment database including oversight of the contractor preparing the assessment roll.

  • Prepares ordinances and other required documentation for annual adoption hearings, and processing corrections to the assessment roll.

  • Designs, implements, and manages stormwater water quality improvement projects for the County. This includes identifying and ranking projects, overseeing engineering design and construction, coordinating with the appropriate agencies and contractors, and obtaining and managing funds to offset costs through grants.

  • Ensures compliance with Alachua County’s stormwater water quality standards through technical review of documents and site plans for stormwater water quality performance standards in coordination with our development review team, including review of engineering calculations and design criteria. Conducts site inspections to determine code compliance.

  • Assists with Alachua County’s Climate Vulnerability Analysis, Climate Adaptation Plan, and resultant policy recommendations.

  • Coordinates with the Florida Department of Environmental Protection regarding Total Maximum Daily Loads and Basin Management Action Plans.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of the technical engineering methods, low impact development/design and green stormwater infrastructure principles.

  • Considerable knowledge of local ordinances, State and Federal laws, rules and regulations governing environmental issues.

  • Skill in the operation of motor vehicles.

  • Ability to apply engineering principles and methods; ability to research and investigate problems and bring them to resolution.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to establish and maintain effective working relationships with staff, other County employees and the public.

Position Requirements: Bachelor's degree in environmental engineering or civil engineering and four years of professional level environmental engineering experience or equivalent professional engineering related experience. Must become registered as a Professional Engineer (PE) by the State of Florida within six months of employment. Applicants within six months of meeting the education/experience requirement may be considered for trainee status.

A Valid Florida Driver License is required and a Motor Vehicle Record that meets the requirements of Alachua County policy #6-7; Motor Vehicle Records will be reviewed prior to employment. If, in the past 24-month period, the applicants Motor Vehicle Record has more than three (3) moving traffic infractions or three (3) or more at fault motor vehicle accidents (or combination of both and /or a conviction/pending charge for driving under the influence) or is in violation of any standard mandated by Federal or State Law or Regulation, the minimum qualifications are not met for the position.

Successful completion of all applicable background checks pre-hire and ongoing are required.

Salary Information: $81,099.20 Annually
