The Florida Association of Stormwater Utilities is pleased to present the
first annual Survey of Stormwater Utilities in Florida. Our purpose is to
provide useful management information to both existing utilities and to
local government officials that may be considering organizing a utility.
The survey addresses a wide range of topics, including organizational
structure, rates, revenues, billing practices, operations, and spending.
Sixty-six (66) stormwater utilities received surveys and 42, or 64%, responded. The jurisdictions that responded are indicated below. The geographic distribution of the respondents is also shown. The majority of respondents (78%) indicated their utility served a city rather than a county or utility district, reflecting the tendency for City's to already be involved with other utility operations, as well as the practical advantages of billing stormwater fees with those of other utilities, as opposed to an annual non-ad valorem assessment. Seventy-one percent (71%) of the respondents indicated they billed their stormwater fee on a consolidated utility bill for other utility services. However, twenty-six percent (26%) did report use of non-ad valorem assessment methodology, indicating this method is also quite viable. |
