Overview of the 1997 Legislative Session

In a move that surprised most observers of the legislative process, the 1997 Session ended at 6:00 PM on May 2nd -- six hours earlier than scheduled and many hours earlier (sometimes days) than what has typically happened in recent years. New operating rules adopted by the House leadership to slow the process down worked as planned. The rules not only limited the number of bills that were filed and passed, they also set a legislative tone which the Senate followed. About 100 less bills passed than normally have in recent Sessions.
