March 1997 National Survey Available The National Association of Flood and Stormwater Management Agencies has released their 1996 Survey of Local Stormwater Utilities. The survey was conducted in March of 1996. Questionnaires were sent to 230 jurisdictions and 101 completed responses were received. According to NAFSMA, the average annual fee received was $30, which produced an estimated annual revenue of $7.5 million per utility. About 39% of the revenue was allocated to maintenance and 24% for stormwater quality. Most stormwater utilities were located within an existing public works department. The average population of the respondent utility was 690,000. FASU's 1995 Survey of Florida Utilities found that the average annual fee collected was almost $37 but generated an average of only $2.24 million per utility. The reason for the difference in amounts received is due to the size of the respondents. In Florida, about half of all cities are under 3,000 people. Only the urban counties have populations of over 600,000 and most counties have not yet established stormwater utilities. The average FASU respondent had a population of 136,000 people.
