8.3 Sources of Funding

An important factor in the implementation of a stormwater management program is funding. Funding may be in the form of grants, loans, or matching funds. The attached table lists potential funding sources from State and Federal Agencies. Some of those funding sources may include development of stormwater utilities.

Provides grants to eligible local governments for neighborhood or commercial revitalization and economic development, including infrastructure improvements. Municipalities with populations less than 50,000 and counties with less than 200,000 are eligible.

Florida Department of Environmental Protection bureau of Water Facilities Funding
State Revolving Fund Loan Program

Provide low-interest loans (3% below current market rate) to local governments for construction of wastewater and stormwater management facilities. Facilities plan required. Submit request for inclusion on a priority list form. Other grants from this agency and bureau: Special Bond Loan Program, Pollution Control Bond Program.

Water Management Districts
Alternative Water Supply Funding

Cost-share funding of up to 50% for cooperative alternative water supply projects located within the districts' water resource caution area. Can include stormwater management projects. Contact the appropriate WMD for application.

Provides technical and financial assistance in planning and implementing improvements to protect, develop and utilize the land and water resources in small watersheds. Community Development Block Grants Entitlement Communities Program

Provides cities and urban counties with annual direct grants to revitalize neighborhoods, expand affordable housing and economic opportunities and/or improve community facilities and services. Municipalities of 50,000 or more and urban counties of at least 200,000 are eligible.

Florida Communities Trust

Provides grants and loans for the acquisition of conservation and recreation lands that are needed to implement local government comprehensive plans. Matching and full grants for land acquisition projects are provided to communities through an annual competitive application cycle.

Coastal Management Grants Program

Provides grants for priority issues identified in the Florida Coastal Action Plan. May include protection and management of coastal resources, improved interagency communication, coastal development and redevelopment, improved beach access, hazard mitigation, and waterfront revitalization. Financing Program for Parks and Natural Areas

TPL is a private conservation organization dedicated to acquire and convey land into public ownership. Acquires land for natural resource, historic, cultural, and recreational purposes. Programs include: lease/purchase, buy and hold, and phased acquisition.

Water Quality Grants

Provides grants for unique and new approaches to meeting stormwater, combined sewer outflows, sludge and pretreatment requirements. There may be other opportunities for local governments to obtain funding assistance for stormwater management projects, beyond those listed in the preceding table. However, we believe that this information certainly provides a good place to start.
