7.4 IMPORTANCE OF MISSION STATEMENTS
The mission relates to the basic responsibilities of an organization. It defines what major work the stormwater organization is to carry out. To be most effective, the mission must be understood by every member of the organization. For the mission to be accepted by all, there should be no ambiguity concerning what is to be carried out.
An effective mission statement will help the stormwater manager make consistent decisions, motivate the employees, build organizational unity, integrate short and long term goals and objectives and enhance communication. In short, an absolute necessity for today's manager.
Fundamental missions for public and private sector organizations are not all together different even though a fundamental basis in law is present. Governments can only do what the law provides, while private organizations can do anything that is not illegal.
Some examples of governmental mission statements are:
- City of Jacksonville - "To continually enhance the quality
of life for a unified Jacksonville through visionary leadership and
citizen involvement while providing necessary and cost effective services
to all citizens."
- City of Jacksonville Department of Public Utilities Wastewater
Division Mission - (now part of JEA) - To provide cost-effective
collection, pumping, treatment, and disposal of wastewater and residuals
generated within the service area. Insure 100% compliance with all
applicable rules, regulations, and discharge permit limitations. Exceed
the customer service expectations of the system users. Improve public
education and awareness. Provide a safe work environment, which fosters
employee involvement, commitment, and cooperation.
- Hillsborough County Stormwater Utility Mission - "Manage
the stormwater system to prevent property damage, protect water quality
and enhance wildlife habitat."
- City of Cocoa Beach Vision - "To create an operationally
effective utility that serves the public, improves water quality and
habitat while maintaining a safe and cost-effective stormwater management
system throughout the City's watershed."
Mission - "To cost effectively improve and subsequently maintain water quality through effective stormwater management strategies, to maintain a high level of flood protection through sound planning and service, to maintain infrastructure integrity, to protect public safety and private property and to provide a high level of customer service and communication to the public, private, and governmental sectors.
- Southwest Florida Water Management District (SFWMD) Mission
- "To manage the water and water related resources within its boundaries."
- Orange County Public Works - Our mission will be achieved
through five objectives: communicate relevant information to all stakeholders,
provide superior customer service, develop excellence in Public Works
human resource assets, conduct activity-based costing to increase
efficiencies in basic service delivery, and to close the gap between
identified needs and current service levels for transportation and
stormwater systems.
- City of Orlando Public Works -"To enhance Orlando's quality
of life through the construction and operation of a safe, effective
physical environment; and to provide our visitors, our neighborhoods,
and our businesses the efficient, quality services necessary to support
the infrastructure demands of our growing, diverse community."
- Dade County Division of Water Management - "To provide protection
against damage to life and property from storms, floods and hurricanes
through the management, protection, restoration, and enhancement of
water resources."
Stormwater Utility - The Stormwater Utility's major goal is to reduce the amount of pollutants discharged into surface waters and have cleaner surface water in our lakes, canals, rivers, bay and ocean. In addition to attacking pollution problems, the Stormwater Utility will work to improve flood control in order to reduce the damage to property and the danger to human life caused by South Florida's heavy rains.
- Volusia County - "To protect Volusia County's water resources for both current and future users by expanding water and wastewater facilities to accommodate new development and allow for elimination of package plants and septic systems; planning stormwater projects to reduce flooding and treat stormwater runoff."
